Operating and maintaining the new P18-billion tollway system is a huge task for its operator, the Tollways Management Corporation (TMC). There is an interface between the TMC and the Operations and Maintenance unit of the Manila North Tollways Corporation (MNTC) to ensure that agreed-upon standards are met consistently, 24 hours a day, seven days a week.

Of primary concern is the safety of all motorists. The group ensures that everything in the expressway is properly maintained; that patrol officers are doing their job of responding to accidents and all types of emergencies within 20 minutes; that toll tellers are not exceeding the maximum number of seconds (10 seconds) to complete a transaction at the toll plazas; that there are enough toll booths open to avoid bottlenecks at the toll plazas.

Tollbooth transaction efficiency and speed, plus the emergency response time of the TMC have contributed much to the world-class quality of travel along the NLEX, serving as the perfect complement to the expressway's smooth pavements and cutting-edge facilities.

Quality service is not the only thing that the TMC and the O&M Group insists on - they also ensure that roads and facilities are well maintained. Towards this end, road pavements are regularly inspected to guarantee smooth travel along the highway, toll plazas are checked for potential technical problems, and small yet essential details are attended to such as road sign visibility and the placement of road railings.
